Using data from the 1990 Mexican Census a characterization of the Metropolitan Zone of Mexico City was performed. The basis for such characterization was the quality of life, derived from the concept of unsatisfied basic needs. There were constructed variables capable to deal with: The accumulated basic infrastructure, the access to goods and services and the added wages. They were grouped according to the type of intervention needed to its modification. With the information provided by these variables four indexes were constricted. The first one refers to the conditions of the house and, therefore, deals with the arena of private consumption. The second and the third are related to collective consumption, and the fourth identifies the added wages. Finally, a general index of quality of life was elaborated. These last index was used to order the political delegations that conform Mexico City. According to their unsatisfied basic needs and priority of govement's actions five different groups were identified. The behavior of the variables shows an heterogeneous quality of life. There are polarized conditions. However, the diversity between political delegations and countries is more profound in the variables related with collective consumption and added wages
