Abstract

The article analyses the impact of public policies for human development and social inclusion concerning the detection and attention of deafness: the social consequences of late diagnosis and the possibilities that are opened with universal screening and early intervention programs within a framework of respect to diversity and with the information available on critical periods for the acquisition of language. Discussion is opened on the right to a bilingual education to which are entitled as deaf children. It also highlights on the need of regulations and normativity of levels of noise in educational and home settings given the significant effects that noise has on learning and development.
