Actions on health promotion and prevention on fisrt level medical attention: a qualitative evaluation in Nezahualcóyotl, Mexico

Abstract

Objective: To evaluate the implementaion of Health prevention and promotion guaranteed package in Nezahualcóyotl, México (Paquete Garantizado de Servicios de Prevención y Promoción de la Salud en Nezahualcóyotl, México). Material and methods: based on a evaluation of public politics implementation, it was designed an observation and an semi-estructured interview guides to evaluate resources, laboral environment, cooperations and goals. These instruments were applied to key informants among heads medical units, physicians, nurses and attention technicals who work in 5 first-level medical attentions units. Results: Trough 54 interviews analysis, it was detected a quali-quantitative inssuficiency in human, finantial and technical resources, as wel as an inadequate environment, a regular cooperation, but a bad goals definition. Conclusions: It is necessary to integrate estructurally health politics on education and promotion, assigning specific bugdet to achieve this. We also consider that it is necessary to clarify how operates the organization and work division, and to improve the evaluation.
