Abstract

This article documents information about financial mechanisms for the implementation of Social Protection in Health System, or commonly known as “Seguro Popular” (Popular Insurance) in the state of Chiapas from 2014 to 2016, in light of the debates on accountability and statements on General Comment No. 14 on the Right to Health and the highest attainable standard of health. The methodology used was the review of regulatory frameworks, the request of information on the exercise of the recourse, an interview with a public official of the State Regime of Social Protection in Health in 2016, as well as the monitoring of 40 medical units accredited by the Popular Insurance in municipalities of Chenalhó, Pantelhó, Chalchihuitán, Zinacantán, Chamula, El Bosque and Mitontic during the summer of 2017. It is concluded that there is a difficulty in the access to information that, although there is a legal framework on transparency, in practice it is difficult to access to public information on the execution of resources of the Popular Insurance, considering there are several omissions regarding the necessary measures to protect the right to health of the population.
